“UW-Madison’s sad and confusing family feud”

A new blog post by Paul Fanlund, editor of the Capitol Times, seems to capture exceptionally well the predicament we all now find ourselves in as a result of the ongoing controversy over the New Badger Partnership:

Perhaps Mr. Fanlund’s most salient point is that if Ph.D.s with deep knowledge of University affairs can’t agree, how can ordinary mortals, including on- and off-campus newspaper editors and bloggers, presume to make confident pronouncements concerning the “correct” path for UW-Madison?

And does this dilemma not underscore the tragic missed opportunity for a more deliberative process — one that would have included input from many  thoughtful and knowledgeable campus citizens before committing irrevocably to a risky and controversial split from the UW System?   Sad indeed.

The headline of the April 22 entry on the chancellor’s web site for the New Badger Partnership reads

“UW-Madison academic leaders back public authority”

The article refers to a letter signed by seven department chairs and three directors of schools or institutes, which it summarizes as follows:

In a letter to the co-chairs of the state Legislature’s budget-writing Joint Finance Committee, 10 department chairs and directors urged passage of public authority status for UW-Madison. (more…)

Of deals, devils and details: Budget reality check

The politics of public authority for UW-Madison seem to be unraveling. People talking to key Republican lawmakers and staffers are hearing things like “non-starter” and “no way”. The Chancellor has ginned up a lot of support on campus and in Madison, but statewide politics will almost certainly kill this proposal.

Still, this deal is a monster and monsters don’t die so easy. Let me hand you a silver bullet for your pistol in case you meet this one in a dark alley:  This deal with Walker has been sold by appeal to vague flexibilities. The details we do know, in fact, are mostly serious downsides, and many people aren’t even aware of them. Leader of Badger Advocates chooses Scott Walker over UW-Madison

At the forum sponsored by Profs last month I predicted that if the Biddy Martin/Scott Walker proposal was approved it was certain that allocations among the UW System universities would move from Van Hise Hall, where decisions are now being made, to the State Capitol where decisions would be made by legislators.

It is already happening in the worst possible partisan way, even before a vote on the proposal.  And the partisanship is coming from one of the most prominent leaders of the Biddy Martin/Scott Walker proposal. (more…)

A reply to the Students for the NBP

Today’s Daily Cardinal has published  an article about the Students for the New Badger Partnership.   A press release from the latter group was previously commented on here at S&W.  Referring to S&W’s article,  the Cardinal said,

An anonymous post on siftingandwinnowing.org, a website that publishes opinion articles by professors, alleged that the group may be involved with non-students without student interest as a priority.

First, we would like to correct the record:  Sifting and Winnowing is not just by and for professors — a number of academic staff have posted here as well as some informed outside observers of campus affairs.  Invitations have been extended to students to contribute articles to this site.  No reasonably substantive  and relevant article submitted to S&W will be turned away, regardless of who writes it. In 2008: Ed Garvey’s prescient take on Biddy and Walker

On September 1, 2008, Biddy Martin assumed the office of chancellor of UW-Madison.   On November 2, 2010, Scott Walker was elected governor of Wisconsin.

Two-and-a-half months before Biddy assumed the chancellorship, and almost two-and-a-half years before Walker was elected, noted progressive activist Ed Garvey had the following to say in his blog entry of June 16, 2008:

Carolyn “Biddy” Martin will soon be the new Chancellor at UW Madison. Scott Walker is a Milwaukee-based privatizer and Milwaukee County Executive. Both will play significant roles in our future. Will Biddy go with the privatizers or will she defend our great state university from the attack led by Walker and Sykes? (more…)

Chancellor Martin/Governor Walker proposal means loss of independence for University of Wisconsin-Madison

The demand for Professor Bill Cronon’s emails by the Wisconsin Republican Party prompted the UW System Board of Regents to review its support for academic freedom throughout its history.  At its April board meeting the Regents again was emphatic in its interest in continuing that tradition.  This received virtually no notice in the media because it was not news.  The Board of Regents has been supporting academic freedom throughout its history.  It is one of its most important legacies.  The board has done such a good job it is taken for granted. The Cronon Affair and the Public Authority

Here are a few things we know about the proposed UW public authority, the Cronon/email affair and issues that are related to each:

  • The UW-Madison Public Authority proposed in the budget repair bill will be governed by 21 trustees, 11 appointed by Governor Walker. These trustees will have the same powers as the System’s Regents: establishment of educational policies, tuition-setting and the business of the university. (more…)

You Call Yourself a Cadillac

“Chancellor Martin asked Governor Walker for a Chevrolet, and he graciously offered her a Cadillac. We [the Badger Advocates] are here to make sure she gets that Cadillac.”

This is the explanation offered by Pete Christianson (Badger Advocate chairman and immediate past-president of the Wisconsin Alumni Association) for the emergence of a private lobbying group devoted to advancing Chancellor Biddy Martin’s New Badger Partnership. Are there alternatives to the NBP or the WIP for managing the current crisis?

We have been hearing passionate arguments against the NBP and/or the WIP in the past few weeks. All the while our Chancellor has remained firm on the message that the change is inevitable, and there are no alternatives. The argument is that the current budgetary crunch has been due to various forces that are beyond our control and that we have to play the hand that is given to us. (more…)
